In "The Adventure of the Serious Witness", both Garcia and Henderson exploit Lestrade to make themselves appear as if they keep staying with him in their room. However, they leave there to feed a dog in fact after making him fall asleep by hypnotic. Why do they make him a witness who proves that they were in the room? Because he is really serious. As a member of life guidance committee, he is famous for his seriousness though has bad records.
As the episode is based on "The Adventure of Wisteria Lodge", Baynes is one of the important characters in this. He calls himself a rival of Holmes and provokes him repeatedly and at last his behaviour makes Holmes solve the affair in earnest and in the respect he can be called one of his rivals of Holmes. At the end of the episode, Watson quotes the words of his friend who is a track and field player that the results of training in two people is much better than those of training alone.
Incidentally, the game of reasoning that Baynes proposes is guessing what Thady Sholto does. He shakes the maracas that is for practice and doesn't sound.
